Penalty for discussing hole cards (heads-up)

As reported here at the final table of a tournament (3rd post down, Naum Serafinkoski Eliminated in 7th Place), UTG pushes all-in, it folds around to the BB, thus there is no one else left to act.

BB slowly squeezes one card: “The first card is good!”
UTG: “What is it?”
BB: “It’s the ace of clubs!”

BB checks his other card, alas, he wakes up with rockets, calls, tables his cards, wins the hand and eliminates his opponent in 7th place. TD steps in and issues BB with a one orbit penalty for discussing the contents of his hole cards during the middle of a hand, that is, with action still pending.

What do you think of this ruling? There has been some discussion on this, including a response from the very experienced TD, here.
