In a NLH with $10/$20 blinds :

Scenario 1: if Player E puts in one $100 chip without verbal declaration, is it a call or a raise?
Scenario 2: if Player E puts in two $50 chips without verbal declaration, is it a call or a raise?
In Scenario 1, it is a call because of the oversized chip rule. But in scenario 2, that is already a $100 raise because there are two $50 chips thrown on the table.
What are your opinions on these scenarios?
