Is it an advantage or not?

Cash game. Player take a seat immediately after the big blind and post a live blind. We had a few confusion about when is his turn to act, will it be immediately after the big blind or should we skip him and ask him the last to act. IMO thinking that we should follow the normal turn but recently had some discusion about entering in the game and possible advantage of that player position.
Next question is how many live straddle bets is allowed and optional in game.What if someone objects about placement of 4 or more live straddle bets.
